While the Universal Express Pass covers the vast majority of attractions in 2026, a few high-demand or specialized rides are typically excluded to manage throughput. Historically, this has included "mega-headliners" during their first year or two of operation. At Islands of Adventure, the most notable exclusion has often been Hagrid’s Magical Creatures Motorbike Adventure, which typically uses a virtual line or a standard standby queue only. At Universal Studios Florida, certain unique experiences like the Pteranodon Flyers (which has strict height requirements for adults) may also be excluded. With the 2025 opening of Universal Epic Universe, many of the new "E-Ticket" attractions—such as those in SUPER NINTENDO WORLD or the Ministry of Magic—may not accept Express Pass during their initial launch phase. Additionally, certain "up-charge" attractions like the Mardi Gras Float Ride or specific seasonal "houses" during Halloween Horror Nights require a separate, dedicated Express Pass rather than the standard park version.
