It mean that between the hours of 8 am to 6 pm you may not park your car in anyone spot for longer than two hours or you'll be ticketed or towed. These are usually high traffic heavy business areas they don't want people parking long term and monopolizing the parking during business hours.

Historic Park City is FREE. Swede Alley lots, covered levels of China Bridge and the upper level of Gateway garage are the closest free parking areas to Main Street (4-hour limits). Meters are located in the central business district, the medical district and along University Street near TCU. Meters in these areas are operational from 8 a.m. to 6 p.m. Monday through Friday and are free after 6 p.m. and all day Saturdays and Sundays.
