The only place where you can actually meet Anna and Elsa at Disney World and take a pic with them is at Royal Sommerhus, also located in the Norway pavilion at Epcot.
You can see Anna and Elsa inthe Magic Kingdom's Festival of Fantasy Parade which is offered most days at 3:00PM. Check your Magic Kingdom Times Guide (available near the park maps at the park entrance) for the parade time during your visit.
Disney Genie+ is a paid service that allows you to skip the standby line and use the Lightning Lane entrance at select attractions.
