According to the 2023 Henley Passport Index, the world's weakest passports were those belonging to countries facing significant political instability, conflict, or economic sanctions. At the very bottom of the list was Afghanistan, which ranked 109th with visa-free access to only 27 destinations. This represented the lowest level of global mobility recorded by the index at that time. Following closely behind were Iraq (29 destinations), Syria (30 destinations), Pakistan (32 destinations), and Yemen (34 destinations). These rankings highlight the "mobility gap" between the Global North and South, as holders of these passports often face rigorous and expensive visa application processes for almost any international travel. Other low-ranking passports in 2023 included Somalia, Nepal, and the Palestinian Territories. In 2026, while some minor shifts have occurred due to new diplomatic agreements, these five nations generally remain at the bottom of the power list, illustrating how geopolitical factors directly dictate the travel freedom—or lack thereof—for millions of citizens worldwide.
