Which countries do not accept Visa card?

Below is a list of countries where your ASB Visa credit card or ASB Visa Debit card will not be accepted:
  • Belarus.
  • Ukraine disputed/occupied regions (Crimea, Sevastopol, Donetsk, Luhansk, Kherson and Zaporizhzhia)
  • Cuba.
  • Iran.
  • North Korea.
  • Russia.
  • Syria.




While Visa is one of the most widely accepted payment networks globally, there are a few countries where its use is severely restricted or impossible due to international sanctions or local financial systems.

The primary countries where you cannot use a Visa card (or any card issued by a U.S. or EU-based financial network) are those under comprehensive international sanctions.

Countries Under Comprehensive Sanctions (Visa Inaccessible)

These countries are cut off from the global financial system, making Visa, Mastercard, American Express, etc., unusable for both travelers and locals.

  1. Iran
  2. North Korea
  3. Syria
  4. Crimea, Donetsk, and Luhansk regions of Ukraine (as recognized by sanctioning bodies)
  5. Cuba (with very specific and limited exceptions for certain transactions, but effectively inaccessible for general use).

Important Note: Even if you physically travel to these countries, your Visa card will not work at ATMs or point-of-sale terminals. You must rely on cash (often USD or Euros) exchanged on the black market.

Countries with Significant Restrictions & Workarounds

In these countries, the local financial system is largely isolated, but foreign cards can sometimes be used in very specific, limited venues.

  • Russia: Since 2022, Visa, Mastercard, and other international networks have suspended operations there. Cards issued outside of Russia will not work at Russian terminals or ATMs. Russians now use the Mir payment system and UnionPay (China). Travelers must bring cash.
