Why are there no trains in Cyprus?

Why does Cyprus not have a railway network? It did used to have a railway running from the port at Famagusta along the mountains to mines. It closed in 1951; road transport had taken over. The other two problems with the railway was it didn't go to the other main cities on the island; Limassol, Larnaca or Paphos.
