Why do some people have wagons at Disneyland?

There are instances in which a Guest can have a wagon or a stroller wagon marked as a wheelchair to accommodate a disability.

While Disney officially banned stroller-wagons and traditional wagons in 2019 to improve guest flow and reduce congestion, you will still see them in the parks under a strict medical exception policy. Guests with disabilities—including children with sensory processing disorders, autism, or mobility issues—can apply for a "Stroller as a Wheelchair" tag at Guest Relations. If a wagon is deemed a medical necessity for the guest's safety or comfort, it is granted a special red or yellow tag that allows it into the park and even into certain attraction queues. These wagons often serve as a "safe space" for children who become overwhelmed by the crowds and noise. Without this specific medical authorization and the accompanying tag, security will not allow a wagon past the entrance. For all other guests, strollers must meet the size requirement of being no larger than 31 inches wide and 52 inches long to enter the theme parks.
