Why does drink package start on day 2 of Carnival cruise?

Due to state laws, Carnival can't activate the CHEERS! package until the second day of the cruise. If you purchase the package when sailing from one of these ports, you won't pay for the package on the first day of the trip, but you also will have to purchase drinks instead of having them included.
