Why does lightning lane say not eligible?

You must have already purchased a park ticket and have a park reservation to book Lightning Lanes. While you can view available Lightning Lanes for both types in the My Disney Experience App anytime, you cannot book them unless you have a valid park ticket AND a valid park reservation for the day.
