Why is Lake Austin not a river?

Technically, Lake Austin is not a lake at all but is a part of the Colorado River that has been dammed at both ends. The Tom Miller Dam, which created Lake Austin, is a hydroelectric generation facility. It also controls the flow of water into Lady Bird Lake.
