Why is there only one airport in Atlanta?

Only two governments in Georgia have the tax base to support the construction of a second airport: the City of Atlanta and the state. The city has made clear that it has no desire to build a second airport on the various tracts of land it owns throughout the metro area until Hartsfield-Jackson is at full capacity.
