Tokyo DisneySea is a two-day park with plenty to support a third day. Since the longest ticket you can buy for the parks is four days, we think planning four park days is a good target.

So if you have the choice I think Tokyo is the better choice. Have been to both and Tokyo is definitely better. It is a lot bigger than HK so has more rides and attractions. It also has Disney Sea, which is unique to Tokyo and definitely a must see.

The obvious way to avoid bigger crowds is not to visit during the weekends or national holidays. Visit during the weekdays for lesser crowds, but keep in mind that Monday is usually the busier weekday. Even so, it can get busier in some months.
