Will I get charged if cellular data is off?

You are not charged for any data over WiFi or Bluetooth. Many phones let you selectively turn on services, so that you can turn on WiFi and/or Bluetooth without turning on cellular data. As long as “cellular data” is turned off, you will not be charged.
