Are Disney refillable mugs free?

If I'm paying an exorbitant amount for my room and there are Disney Refillable Mugs already in there, does that mean they're free? The mugs are never free (unless you get them as part of an already paid for Dining Plan). The cost will be placed on your bill as a charge.
