Southwest LUV Vouchers are valid as a form of payment toward future air fare only on Southwest Airlines through Southwest.com, the Southwest Airlines Mobile Apps and Mobile Website (only for initial flight booking), toll-free Reservations 1-800-I-FLY-SWA (1-800-435-9792), or at any Southwest Airlines Ticket Counter.
So the airline has offered you a voucher, which is perfectly legal, but you'd rather just have the cash. You'll need to proactively ask your airline for a cash refund in writing. The same goes for if you've booked through an online travel agency like Expedia. They are also covered under DoT rules.
What's the law? The U.S. Department of Transportation (DoT) is clear on the issue of refunds: if your flight is canceled by the airline and you choose not to travel, you are entitled to a refund. That means the dollar amount you paid, not a voucher for the equivalent to use with the airline.

If you have Southwest flight credits, you'll have the option to convert travel funds into Southwest Rapid Rewards points. Depending on how you plan to use those funds, this may or may not be a good idea. If you plan to book a flight prior to your funds' expiration, converting might not make sense.
A Travel Voucher can be used toward ticket fares and taxes, as well as the purchase of a Preferred or Extra Comfort seat. Travel Vouchers are not redeemable for the following: Trip Insurance, Car Rental, Hotels, Vacation Packages, Premier Club, Miles Maximizer, Gift Cards, Purchase Miles, cabin upgrades, and others.
One cannot book a package with air, hotel, and car on southwest.com. You can book air and car, then buy a hotel in a separate transaction, but no one would refer to that as a package. Even then, you are not paying for the car up front so vouchers cannot be used and the hotel booking will also not accept vouchers.

Re: LUV vouchers cancel a flightWhen you apply Travel Funds or Vouchers to a booking, that booking takes on the earliest expiration date of those funds or vouchers. The same thing happens if you cancel within 24 hours. Your complete refund will come in the form of Travel Funds, even if you've used a voucher.
