Can two people book Genie Plus?

As long as the two people in your party are connected, one person can absolutely be reserving a Lightning Lane through Disney Genie+ while the other tries to secure a spot in the Virtual Queue.

Yes, two people (or an entire group) can and should book Genie+ (now officially integrated into the "Lightning Lane Multi Pass" system at Disney) together to ensure they get the same return times. One person in the group can act as the "coordinator" in the My Disney Experience app. By linking all members of your party under "Family & Friends," a single person can purchase the service for everyone and make Lightning Lane selections for the whole group simultaneously. Alternatively, two people can manage their own bookings on their separate phones, provided their accounts are linked. If you want to ride together, it is highly recommended that one person makes the selection for everyone at once; if two people try to book separately at the exact same second, the "slots" might shift, resulting in one person getting a 10:00 AM return time while the other gets 11:30 AM. This "group booking" feature supports up to 12 guests per selection.
