In order to dine at any restaurant at EPCOT, you will need a valid park ticket and a Disney Park Pass reservation for EPCOT on that day or a valid park hopper ticket that would allow you to hop over to EPCOT (beginning at 2 PM) after visiting one of the other theme parks earlier that same day.
