The Beach Club entrance to Epcot is about a 100 meter walk and you enter at the international gateway between France and England in the World showcase.
yes you can just ride for fun and go via the hotels or over to Epcot. Yes. Why not take the opportunity to visit the hotels on the monorail route and have a look around. We often do this on a non park day or to entertain little ones or to check out the different resort decorations at holidays.

The only way to get between these stations is to walk through EPCOT, so you would not be able to transfer between the monorail and the Disney Skyliner without admission.
Note that the Skyliner is entirely FREE to ride for all guests. You won't be able to access it unless you get to one of its stations, so that could cause some barriers. But you don't need to be staying at one of the hotels on the Skyliner lines to use the service.
If you just want to ride the Skyliner for fun, you will have to get off at a destination—you cannot just stay on through a station—but you can usually just walk right back on going the other way. Of course, during peak times (park closing, particularly) this might be a bad idea.
However, because of the way the Monorail and Skyliner stations are situated (at Epcot's front gate and International Gateway, respectively), visitors looking to ride both modes of transport would need a park ticket. You'd have to walk through the entire park to get from one to another.
Disney Genie+ is a paid service that allows you to skip the standby line and use the Lightning Lane entrance at select attractions. Since there is no direct transportation from any Disney Park to Disney Springs, the only way you can get there is by catching a Disney Resort bus to the hotel then connecting to Disney Springs. The good thing is that you can connect at every Disney Resort.
