Can you smoke in resorts in Mexico all inclusive?

Mexico Bans Smoking in Public Spaces, Including Resorts and Beaches.

Smoking in Mexican all-inclusive resorts is heavily restricted in 2026 due to the strict federal anti-tobacco laws expanded in 2023. By law, smoking is prohibited in all "public areas," which includes beaches, swimming pools, restaurant terraces, and balconies. In practice, most resorts have established small, designated smoking zones tucked away in low-traffic garden areas or near the parking lots. You should never light up at a swim-up bar or on a crowded beach, as staff are now legally required to ask you to stop to avoid massive municipal fines for the property. Vaping is treated with the same severity; in fact, bringing vapes into Mexico through customs is technically illegal and can lead to confiscation. If you are a smoker, it is essential to ask the concierge for the "designated smoking map" upon check-in to ensure you stay within the legal "gray zones" provided for guests.
