Can you take the Toy Story shuttle without parking?

Back to your question – Guests are not required to park in the Toy Story Parking Area to use the shuttle service; however, the sidewalk at the entrance of the parking area is narrow; therefore, if you are walking with a stroller or a wheelchair, it will not be wide enough.
