Can you travel with a partially confirmed ticket?

Can a passenger travel on an eTicket which is partly Confirmed and partly Waitlisted? Partially confirmed e-tickets do not get cancelled automatically. You have to file a TDR for refund. The wait listed passengers may be permitted to board the train at the discretion of the TTE.
