Do you get wet at LEGOLAND NY?

Come Prepared to Get Wet! You'll be doused by a 318-gallon water bucket, so prepare to get wet – and bring a towel! (Don't worry, changing areas are nearby, as well as a paid drying station.) Coast Guard certified flotation devices are welcome in the Water Playground.

I've never been to Discovery Cove, but yes water shoes can be worn in all water parks. Some body slides require you to remove them, but you can just hold them and when you get to the bottom put them back on :) I always wear my water shoes to water parks. Yes to Discovery Cove and you can wear them in the water.
