Whether you need to visit baggage claim depends on your ticket type and the country of your first landing. If you booked your entire journey on a single ticket (one reservation code), your bags are typically "checked through" to your final destination, and you do not need to visit baggage claim. However, there is a major exception: International-to-Domestic connections. For example, if you fly from London to New York and then connect to Los Angeles, you must pick up your bags at the first U.S. airport (JFK), clear customs with them, and then drop them off at a "re-check" counter immediately after. This is a security and customs requirement in many countries, including the U.S. and Canada. If you booked two separate tickets on different airlines, you will almost always have to go to baggage claim, exit the secure area, and check your bags in again at the front counter. Always check the "Final Destination" code on your luggage tag at your first check-in; if it lists your final city, you generally won't see it again until the end of your trip.
