The tram service at the Mickey & Friends and Pixar Pals parking structures at Disneyland Resort is a free transportation service that transports Guests such as yourself to the Main Entrance between Disneyland Park and Disney California Adventure Park.

I just placed a call to Star Command, and they confirmed you can walk to the Toy Story Parking Area by foot. You will enter the lot from Harbor Boulevard.
