Participating airlines display a TSA PreCheck® indicator directly on your boarding pass if you are eligible for TSA PreCheck based on your provided Known Traveler Number (KTN). Please ensure you add your KTN to your airline reservation while booking the reservation.

No. For US citizens, the passport is the only recognized form of ID. I can't see Italy accepting a Global entry card for the USA as a passport, but maybe I am wrong. My basis for that is that Global Entry is a US facility and so unlikely to be any use at all in Italy.
