Is Terminal 4 linked to Jewel?

It is about a 10 min walk. Jewel Changi is not located near Terminal 4. It is located near Terminal 1 (direct access), and connected via Linkbridge to Terminals 2 and 3. For Terminal 4, you will have to take a free shuttle bus to Terminal 2 first and then walk from there.

Terminal 4 (T4) at Singapore Changi Airport is not directly linked to Jewel by a walking bridge or the SkyTrain, as it is physically separated from the main terminal cluster (T1, T2, and T3). To get to Jewel from T4, you must take the free 24-hour shuttle bus. During the day (6:00 AM to midnight), a direct shuttle runs between the T4 Arrival Lounge and the T1/Jewel drop-off point, taking about 10–15 minutes. During the late-night hours (midnight to 6:00 AM), a loop bus service connects T4 to T3 and T1. While the other three terminals are closely interconnected and easily accessible to Jewel on foot, travelers at T4 need to factor in an extra 20–30 minutes of transit time if they wish to visit the HSBC Rain Vortex or the various shops and restaurants in the Jewel complex before their flight or after arrival.
