When you arrive at the main toll plaza (6000 Universal Blvd), you pay the standard daily rate—currently $35 for regular parking or $50–$60 for Prime. Once inside the garage, you should follow the specific overhead "Volcano Bay" signage, which directs you to a dedicated section on the first level of the "Cat in the Hat" or "Spider-Man" sections. From there, you go through a dedicated security screening and board a complimentary shuttle bus that takes you directly to the Volcano Bay entrance. You cannot drive your own car directly to the water park’s front gate. For guests staying at Universal's on-site hotels, it is often more convenient to use the resort's internal shuttle system or walking paths rather than moving your car to the main garage.

It really doesn't matter which one you start at, honestly. I tend to feel like most people head to IOA first thing in the morning, because it is a straight shot from the parking garage. I would maybe just hop around both parks on both days, and play it by the crowds. There are great attractions at both parks.
