This policy is in place because the medical facilities on board are not equipped to handle specialized neonatal emergencies that might occur far from shore. For families with toddlers, Carnival is highly rated for its "Camp Ocean" program, which accepts children as young as 2 years old (and unlike many other cruise lines, they do not have to be potty-trained to participate in certain supervised activities).
