If you just want to ride the Skyliner for fun, you will have to get off at a destination—you cannot just stay on through a station—but you can usually just walk right back on going the other way. Of course, during peak times (park closing, particularly) this might be a bad idea.

The Disney Skyliner station at EPCOT is located at the International Gateway entrance, which is located at the back of the theme park in World Showcase. Unfortunately, there's no way to walk between these two stations without walking through EPCOT.

Thanks for asking your question to planDisney! Because the EPCOT station of the Disney Skyliner is located outside of the park's turnstiles, you absolutely can ride the Skyliner to Disney's Hollywood Studios without having to enter EPCOT, or having a theme park reservation there.

The Art of Animation Little Mermaid rooms are located as far away from the bus stop and Disney Skyliner as you can be. Depending on how fast you walk, you are a 10+ minute walk to both transportation options.

The Skyliner doesn't run in bad weather! Having to use an alternative form of transportation can complicate your plans, however, so the possibility of the Skyliner closing is just something to keep in mind if you are planning to visit Disney World during a particularly stormy season (like the summer).
