The Disney Skyliner station at EPCOT is located at the International Gateway entrance, which is located at the back of the theme park in World Showcase. Unfortunately, there's no way to walk between these two stations without walking through EPCOT.

While the EPCOT monorail station is located at the front of the Theme Park, the Disney Skyliner station is located at the International Gateway entrance.
Take the Express Monorail to the Ticket and Transportation Center.Here you'll transfer to the Epcot line. There are signs directing you where to go at each station. Cast Members are also available to assist.
During busy times — Park opening and Park closing — the Monorail trains run about every ten minutes. If they are fully efficient, waits may even be shorter than that. During less busy times — or when Monorails encounter delays — wait times can increase substantially.
The Epcot Monorail runs from 8am until 2 hours after regular hours park closing. The Express Monorail schedule begins 30 minutes prior to Magic Kingdom opening until 1 hour after regular hours park closing. The Resort Monorail runs from 7am until 1 hour after regular hours park closing at the Magic Kingdom.
If you want to take the monorail, you need to walk from the Boardwalk to the back entrance of EPCOT. You have to walk to the front entrance of EPCOT and take the monorail there. That is sbout 20 minutes. You do not need to use the monorail if you do not want too.
Monorail tips and information …The monorail has two stops one in Downtown Disney near the LEGO store and the other at the Finding Nemo ride inside the parks. The monorail takes you on a scenic ride through both parks. You can get off at either stop or just stay on for the full loop.
We recommend arriving at Epcot 30 minutes before you're allowed in the park. That's an hour before the scheduled open if you have Early Entry or 30 minutes before scheduled entry if you don't have Early Entry.
We've found it to be a far more pleasant transportation experience than leaving an hour or two later. Our normal recommendation is to arrive at least 30 minutes before the start of Early Theme Park Entry. That remains the case with Epcot, without regard for which ride you want to do first.
Once you are on Disney Property, transportation is complimentary on buses, monorails, boats, and of course the Disney Skyliner. If staying on property, feel free to hop on transportation and make any needed transfers to get to a resort on the Skyliner route to start your adventure.

The monorail however does NOT shut during lightning so the closure would have been unrelated and coincidental. The monorail does stop running during lightning storms.

It is so relaxing and peaceful to travel by an aerial gondola and the views from above are spectacular! You do not need to enter EPCOT when exiting the Disney Skyliner station located near the International Gateway entrance to EPCOT.
