We took the Uber to Pena Palace last month, it is the best option if you have 2 or more people. The uber ride costed around 7 Euro. The bus driver charged you $4 per person for one way ticket. To reach Quinta da Regaleira from the Sintra train station, take bus 434 to Largo Ferreira Castro. The entrance to the palace is an 8 minute walk up the road from there.
