Philadelphia International Airport (PHL) is owned by the City of Philadelphia. It is operated by the Division of Aviation, a department within the city government that is also responsible for Northeast Philadelphia Airport (PNE). Although it is city-owned, the airport is a self-sustaining entity; it does not receive local tax dollars for its operations. Instead, its revenue is generated through a combination of landing fees from airlines, terminal rents, concessions (shops and restaurants), and parking fees. The airport is headed by a CEO who reports to the city's Director of Commerce. As of 2026, the airport is undergoing significant capital improvements as part of its "Master Plan," aimed at modernizing Terminals B and C and enhancing the cargo facilities to compete with other East Coast hubs. Because it is a major economic engine for the region, the city works closely with the surrounding Delaware and Tinicum townships, though the actual "ownership" and primary governance remain firmly with the City of Philadelphia.
