Why is Penn Station under Madison Square Garden?

The Station was experiencing a decline in passenger consumption of the trains during the 1950's and the structure was dismantled in order for a new station to be built. The new Penn Station was to be rebuilt completely underground, which would be right beneath Madison Square Garden and Two Penn Plaza.
