Why is there no terminal D at Logan?

Massport announced back in 2006 that Terminal D would be absorbed into Terminal C as part of a wider effort to assist Logan's passengers to navigate throughout the airport.The initial plan called for Terminal E, the International Terminal, to be renamed Terminal D.
