Can you just ride the monorail at Disney?

Yes, absolutely! You are welcome to board the Disney monorail at any stop and ride as long as you like. Of course, we recommend taking a look at the resorts along the monorail line to enjoy some extra Disney exploring.

The Epcot Monorail will not get you any closer. If there is a park-to-park bus, that could work, but I don't see it being any faster. Park at the Magic Kingdom...you aren't saving yourself any time by going to EPCOT.

The monorail however does NOT shut during lightning so the closure would have been unrelated and coincidental. The monorail does stop running during lightning storms.

The entire set of the beam, the bogies, the wheels, etc. is more complex and expensive for a monorail. Monorail requires a lot of stuff around the beam, often made of expensive rare metals, with a lot more maintenance. Monorail beam itself must be built and maintained to high specifications.
