I wore my modest bathing suit that was a full shirt and a skirt with leggings and had not issues on any rides. All of it was swimsuit material. Swim shirts are not only allowed but VB sells a special VB branded one too.

What's available. Similar to the other Universal Orlando Resort parks, merchandise available for purchase at Volcano Bay includes collectibles, decorations, cups, pins, key chains, tumblers, backpacks, tote bags, jewelry, sunglasses, shirts, bathing suits, hats, and towels.
Shorts should extend to the top of the knee at minimum and be free of wear and tear. No cargo, denim, or extreme patterns are permitted on shorts or skorts. Shorts should be partnered with an appropriate belt at all times. Shoes - Sneakers are permissible at Universal's Volcano Bay*.

Express Pass at VB is VITAL on busy days. I rarely buy UXP for the other parks, but it's a must there. If you've never been or used the Tapu Tapu system it's great, but on very busy days it can't handle the crowds. Buying UXP eliminates that.
VOLCANO BAY TIP: The rides at Volcano Bay only close during inclement weather, so as long as there's no thunder or lightning, you should be good to go on the rides.
You are not allowed to bring in coolers, but you can bring in water bottles and food in plastic containers (no glass) if you have a food allergy. While the TapuTapu will help reduce the amount of time you spend in line, don't expect no lines.

The two water parks differ in their ownership, but the major difference between Typhoon Lagoon and Volcano Bay is the attractions. Volcano Bay, which is a Universal park, favors more thrilling attractions, with several large water slides.Typhoon Lagoon in Disney World is geared more toward a relaxing experience.
For each ride, you'll need to tap into the Virtual Line™ experience to secure your ride time. You can only tap into one ride at a time. But keep a lookout for slides whose entrance signage reads Ride Now! You'll be able to jump right onto those rides without losing your place in another attraction's Virtual Line™.
