Yes, get some water shoes. They have places to leave them at the bottom of the slides. It's not 100% necessary because there are lots of water sprinklers across the paths.

I wore my modest bathing suit that was a full shirt and a skirt with leggings and had not issues on any rides. All of it was swimsuit material. Swim shirts are not only allowed but VB sells a special VB branded one too.

And as a general rule of thumb guests can wear their Harry Potter robes on some rides at Universal as long as it is not a safety issue. Team members will ask guests to remove their robes prior to riding if they do believe it's for the safety of the guests.
