Where is the best place to wait out rain at EPCOT?
The Land PavillionOne of the very best places in all of EPCOT to be when it rains is the Land Pavillion. This is because there are numerous attractions, restrooms, and places to eat all completely indoors! Truly the Land Pavillion has a variety to offer if Guests need to be sheltered for a stretch of time.

EPCOT can be a great park to visit during inclement weather. With plenty of indoor buildings to explore and restaurants to enjoy, you're sure to find something to do as you wait out the rain. The only ride at EPCOT to close during rain is also its only outdoor ride: Test Track.
That said, don't expect Magic Kingdom or Disney Springs to be ghost towns just because of a few rain showers. Many guests will simply take their fun inside instead by going on some dark rides, seeing a show or getting something to eat.
The rain keeps the crowds away, so the lines are shorter! Only a few attractions are closed when it's actually raining, so you can get a lot done and even walk on some rides! Just go prepared for the rain and enjoy the shorter lines and less people!
The truth is, when it is rainy outside, the parks will be a lot less busy. So if you can handle it, you will often find that you can get a lot done during a storm. But, if you prefer to stay totally out of the rain, there are other things you can do on property that are still a lot of fun.
Weather and Typhoon LagoonBecause all attractions are outside, thunderstorms grind the entire operation to a halt. Conversely, rain slows nothing down and the park will operate in a downpour. Disney's water parks do shut down for cold weather.
Slinky Dog Dash is in Toy Story Land at Disney's Hollywood Studios. Since it's an outdoor attraction, it shuts down in heavy rain and if there's severe weather or lightning in the area. Much of the queue is exposed to the elements, and even the portion of the queue that's covered isn't enclosed. And it can get HOT.
The fireworks are never fully cancelled if they were set by the pyro CM's, but can be severely delayed. If there's a ton of rain or very high winds then fireworks can be postponed for hours. It doesn't happen too often, but it does happen.
Buy A PonchoDisney sells high quality ponchos in every one of their shops in the parks for $9. Of course, you can buy a poncho for cheaper elsewhere if you know it is going to rain. If you would rather bring a raincoat along with you, that would also work in protecting against rain.
The EPCOT fireworks showtime is usually 9:00pm, every night. Epcot Forever is a temporary show, they run it while they are doing lagoon work so it's short and to the point.
The ideal spot for just about any fireworks spectacular in EPCOT is front and center at the entrance to World Showcase (between the Port of Entry & Disney Traders shops), also known as World Showcase Plaza.

A notable “exception” is Tower of Terror, which can (ironically) operate through severe weather. With no lightning, its incredibly rare for heavy rain to shut down a ride for very long, if for no other reason than exceptionally heavy rain usually just can't fall that long.
It's definitely on the milder side, but it's so buttery smooth it's more enjoyable than Space Mountain, with how janky the latter has gotten. It is not worth a significant wait though, so if you can rope drop or end of night it, that would be better. The queue is brutal in the sun, too. YES, slinky dog is great!
