Universal Studios does not allow foods that need heating or refrigerating. As with most major public spaces, bags are subject to security checks prior to park entry. Drugs, alcohol, and weapons will not pass these checks. Surprisingly, Universal Orlando does allow park guests to bring in outside food.
For this reason, we typically recommend you plan to bring a fanny pack, so you can skip these lockers! For guests who only have fanny packs, you must move the fanny pack around your waist (so no wearing it as a sling bag), but once it's firmly around your waist, you can hop on most rides with it.
As many have answered above, some rides you can not have any loose items including a shoulder bag. There are lockers provided, which are free for a couple of hours, but mind you they are quite small, a typical cubicle, so I recommend bringing only a small bag.

However, there is sensible logic behind banning smartphones on fast moving and high flying rides. Usually, any kind of loose items, like change in one's pocket, or jewelry that can fly off, or even hats are allowed on rides because they may whip off of someone's body in an instant.
Wear a fanny pack or use a VERY secure pocket that zips closed. The coasters are intense. A cross body bag would make it very difficult to secure the harnesses on the rides. Plus it would likely fly up and smack you in the face.
